I was doing it another way (doing both heel flaps at once, then turning them individually), but I ended up having to pull out my dpn's to get the stitches re-ordered on the circular so that I could arrange them like yours. All the heels on one sock and all the insteps on another will not only make decreases easier, but you won't have to reorganize the stitches when it comes time to close the toe! Thanks!
